Gabriel Aul, head of the Insider program at Microsoft, has previously said they are working on the ability to roll back from the installation of the Windows 10 Mobile technical preview to Windows Phone 8.1, important particularly in view of reports that the current builds have significant bugs, such as rapid battery drain.
He has now confirmed on twitter that the feature will be available when the preview does roll out.
@RoyHansen1 Yes, we’ll have a recovery tool to roll back for all phones that are supported for the preview.

Regarding the exact timing of the preview, he has also hinted that it may still be this week, if we string two of his tweets together.
In the tweet below he says a video demonstrating the new features of Windows 10 Mobile will be posted this week…
@Wenth @joebelfiore There is this video currently, new video will be available this week. https://t.co/yaYOft2TB5

… and in a later tweet he says Microsoft will be releasing the video and the build together.
@FTKMON Or maybe, we’re going to release the video along with the build…
